IMO Syria is buying time preparing for war, but the growing internal attacks will force its hand to act more quickly.
Syria is not making threats, the one reportedly by Assad on Israel was not real, he explained all the hours required to get the troops to the Golan, that is not a real threat. And the very absence of threats makes War more likely.Iran and Russia would lose a lot if they lost Syria, so they too may be being forced to act in support in the event of conflict. Source
